Your kitten’s eye issues don’t sound like distemper to me. From your description, I’m having a hard time telling if the film is part of the eye or if it’s just lots of goop that’s accumulating. There could be various causes for the eye issues, in particular in kittens I worry about the feline herpes virus or other viruses, and Chlamydia. I would recommend you have your kitten looked at. Especially with eyes, you don’t want to wait too long and then worry about a complication like loss of vision down the road.
