For some animals suckling behavior seems to persist as a calming behavior and if often seen when the animal is agitated or right before sleep. If the behavior is relatively short in its duration and does not interfere with the pets ability to interact with people it probably will go away over time. If the activity takes large amounts of time, then it might be a coping mechanism for anxiety and your veterinarian should be consulted to determine what is making the cat so anxious.
